The first thing you have to understand is human nature. Most people follow a rather rigid routine in their daily lives and that routine doesn't change when they come to Las Vegas. Their routines shift a bit, but they don't change drastically.
Most people eat lunch around noon and dinner around 6 pm in their normal lives. When they come to Las Vegas, those times shift back about half an hour.
Lunchtime buffets have peak lines between noon and 1 pm. Dinner crowds line up between 6 pm and 7 or 7:30 pm.
If you're willing to not follow the herd, either hit the buffet a bit earlier or a bit later and you should have no problem strolling right up and getting seated almost immediately.
